Poplar Affordable Housing & Recreation Centres

This availability-based PPP with London Borough of Tower Hamlets involved the regeneration and refurbishment of the grade II listed Poplar Baths building into a modern community leisure centre, the construction of the Haileybury Community Centre, 100 units of affordable residential housing across three residential developments: Randall House (60 units), Dame Colet Court (25 units) and Baltonsborough Court (15 units).

The restored Poplar Baths now features a 25m pool, a learner pool, ‘vapour baths’, a sports hall, two studios for exercise, a gym and a rooftop multi use games area. Maintenance of the Poplar Baths leisure center was removed from the scope of the contract services in 2020 and is now operated and maintained directly by the Council.

Construction was completed in 2016, and the concession runs until 2051.

Sustainability

The residential units were designed to meet Code for Sustainable Homes Level 4 and comply with the London Housing Design Guide, Lifetime Homes and Secure by Design standards.

Sustainability features include solar panels, energy-efficient systems, quality insulation, and secure, community-oriented layouts supporting long-term social and environmental performance.
